The United States plans to send personnel to the Libyan rebels for humanitarian purposes. France wants to send and receive ambassadors from the rebels. If the international committee approves, they plan to start a campaign to defend civilians. Along with Britain, they are encouraging the European Union to recognize the rebel's council as being legitimate.
